Latiff is the Managing Partner
of Harry Elias Partnership and heads the Firm’s
Construction, Engineering and Infrastructure Projects
Practice Group. His main areas of practice are
in both the front-end and dispute resolution aspects
of construction and engineering projects, and
commercial arbitrations. He has extensive experience
in advising, drafting and negotiating various
building, engineering and EPC contracts, concession
agreements, off-take and other long-term supply
agreements, fuel supply agreements, project management
agreements, consultants’ agreements, bonds,
warranties and other related documents.
On the front-end work, he has advised on various
infrastructure projects in Singapore and the region
such as commercial and residential developments,
various chemical, cement and process plants, sea
ports, hospitals, roads and integrated resort.
In Singapore, these projects include highly prominent
projects such as the Marina Bay Sands Integrated
Resort, Singapore Flyer, Singapore Health Pte
Ltd’s Hospital/Medical/Hotel Project, Singapore
Management University Campus, Singapore Business
and Financial Centre, One Raffles Quay, Singapore
New National Library, Tuas Incineration and Power
Plant and a number of petrochemical plants on
Jurong Island. In the region, he has advised on
various projects including cement plant and toll
road projects in Malaysia, sea port, process plant
and commercial building projects in Vietnam, power
plant projects in Philippines and India and a
mixed development project in Dubai.
On the dispute resolution side, he has acted
as counsel in a variety of construction and engineering
disputes including the Nicoll Highway Collapse,
the 3 Church Street building dispute and various
disputes between major developers/owners and contractors
and management corporations in Singapore and the
region.
Latiff is an arbitrator with the Singapore International
Arbitration Centre and an Accredited Adjudicator
with the Singapore Mediation Centre under Building
and Construction Industry Security of Payment
Act. He was also a committee member of the Society
of Construction Law, Singapore and is a Fellow
of the Singapore Institute of Arbitrators.
Latiff was also a member of the Board of Trustees
of the Singapore Management University from 2000
to 2004 and is currently an Advisory Board member
of Lee Kong Chian School of Business, Singapore
Management University. He was also a member of
the Institute of Policy Studies Forum of Economic
Restructuring (IFER – 2002). He is also
a Director of Warees Investments Pte Ltd, a company
owned by the Singapore Muslim Religious Council
and also serves as Chairman of the Appeal Board
constituted under the Administration of Muslim
Law Act. Since 2006, he has been a member of the
Board of the Singapore Land Authority. In 2006,
he was conferred the Public Service Medal by the
Singapore Government for his contributions to
the community.
An often sought after speaker, Latiff has presented
numerous papers on construction law and related
issues at various seminars and forums. He has
also been consistently cited for his expertise
in Construction Law by the Asia-Pacific Legal
500 and Who's Who Legal.
